Bloomberg and the Ministry of Public Finance of Romania announce that the Bloomberg E-Bond trading system, a new electronic trading system for Romanian local currency government bonds and bills is the official platform used by the Ministry of Public Finance to assess the market-making performance of the primary dealers. The system commenced operation in May, 2015 and became the Ministry of Public Finance’s official market platform on January 1st, 2017.

The Bloomberg E-Bond system provides electronic trading functionality for participants in the Romanian government bonds and bills market, and provides market surveillance tools to the Ministry of Public Finance. The system is the primary execution system for local currency government bonds and bills trading in Romania’s inter-dealer market.

The Ministry of Public Finance said: “By implementing the E-Bond platform, the Ministry of Public Finance has achieved its goals to boost transparency in pricing government securities on the secondary market, to improve liquidity. It is an optimized tool at Ministry of Finance level to assess the primary dealers’ performance related to the minimum market-making requirements.”

The Bloomberg E-Bond system provides a complete, consolidated marketplace for Romanian governments bonds and bills, offering market participants a robust and flexible set of tools supporting the full trade workflow. This includes pre-trade price discovery and analytics, the ability to handle multi-dealer RFQ and order trading, downstream integration with banks’ middle and back office systems, and integrated trade capture and reporting tools. In addition, market oversight entities and regulators can use the system to grade their market maker performance based on system-provided reporting and analytics.
